The case to create the need to go to war in Iraq and also the previous Iran-Contra War were all run out of the same office created by Presidential Executive Order to run back channel covert operations.

These stories are directly related the Office of Special Plans (OSP). This office of OSP was created by Executive Order to control under cover covert operations outside the normal channels of government. It was first officially created under President Ronald Reagan, EO Executive Order EO 12356 which was replaced and updated by Clinton under EO 12958. This office was first headed up by former CIA Spy Chief: Vice President George Bush Sr. this is the program that controlled and financed the Iran-Contra under cover ops. The OSP was then mostly deactivated during the Clinton Administration, then reactivated and put into hyperdrive during the Bush 2 Admin. It is now housed in the Pentagon. It is a back channel office for the Shadow Government (Secret Society network to govern the covert operations outside the normal channels of government). This office controls all off budget Covert Operations.
